The function of this District Committee is to supplement the programs offered on a unit level.  It has never been the function of this committee to replace program or develop program for the units, but rather help them provide a strong program for the youth.  Many of these activities are participated in annually by most units in the District.  You and your unit should schedule them into your annual program to help build what is offered to the boys.
